You're right, Matt. It might be good to have the people more around the bldg entrance.
Does anybody know the best way to apply lighting effects on the 2D people (burn/dodge tool or a special blending mode)?

Well...you've kind of got a mess of them (people) in one area and from the looks of it, half of them are going to get run over by that car. I'm not a big fan of the comped in people look. At least I'm not a fan of it at my skill level, some people do it really well.
Have you considered making the people more abstract? Like silhouettes for example? Or moving them farther from the camera? Given the direction of the drive aisle you have an element which pulls the eye into the rendering so foreground entourage may not be as necessary.
I also think you could do with some more detail in the sidewalk and curbs on the left and right of the drive aisle.
Otherwise, I think the building looks really nice.
