Thanks for the pointers guys, I really struggle with finding good people to populate images with? are there any good tutorials or even plug-in's that any one uses for this kind of thing?

In addition to what Juraj said I would recommend you get a better concrete texture for the steps int he foreground. The tiled texture on top also looks bad both in texture and mapping. I would either give it a border or just make it plain concrete like the steps. The people are still hurting the image IMHO. I still think it's a cool concept. :)

Interesting project :- ). I would opt for more dramatic lightning, from side rather than front, as now it's bit flat.
